They’re called “Maitenugui” (舞手ぬぐい) and they’re more like cloths than veils as they mostly serve to represent Edo Period head wear or rope. Tenugui are traditionally used for wrapping and carrying objects, but maiko and geiko use slightly smaller and thinner ones for dance ^^
